Pinto League Rules

GENERAL RULES: 

1)    A regulation game will be 6 innings except in case of rain or darkness, the game will be considered complete if 4 innings have been finished (3 1⁄2 innings if home team is ahead).

a)     No new innings can begin later than 1 ½ hours after the game has started during regular season games.

b)    No new innings can begin later than 1 hour and 45 minutes after the game has started during the In-House tournament.

c)     There will be no time limit during the championship game of the In-House tournament.

2)    No team may score more than 5 runs per inning in the first 5 innings. There is no run limit after the 5th.

3)    Run Rule: The game will be considered complete if a team is 10 runs ahead after 4 innings (3 1⁄2 innings if home team is ahead).

4)    All postponed games must be played before the first game of the LYBB tournament. The league director will reschedule these games.

5)    All catchers must wear cup and throat guard.

6)    Each player must play at least every other inning in the field.

7)    Free substitution is allowed. However, a player must bat in the same position in the batting lineup.

8)    Every player must be entered in the batting order and must bat.

9)    Bases shall be 70 feet apart.

10) Home team is responsible for putting the scores on the scoreboard after the home half of each inning.

11) A team must have 8 players to start and finish the game or a forfeit will result.

a)     If the 9th player shows up late, he may be inserted at the bottom of the lineup with no penalty.

12) Leading off and stealing is permitted.

13) No player shall intentionally throw a bat or helmet.

14) In the event a team does not have 9 players, a player from the Mustang League only can be brought up to play.

a)     A pool of players will be given to the coaches prior to the season. However, any player from the Mustang League can play if needed.

15) Runners may not score on a passed ball or wild pitch. Runners may advance from 1st to 2nd or 2nd to 3rd on a passed ball or wild pitch at their own risk. 

16) A batter is out after the 3rd strike is called. If it’s a passed ball or wild pitch the batter is still out (NO DROP 3rd STRIKE).

17) No runner shall steal home.  However, if an attempt is made on a player at 3rd and the ball gets away, the player may advance home at their own risk.


PITCHING RULES: 

1)    See the detailed pitching guidelines provided below.

2)    A pitcher may not return to the mound after he is removed.

3)    No intentional walks will be allowed.

4)    Pitcher’s rubber shall be 48 feet from home plate.

5)    A balk will be called after the first warning for each pitcher that pitches the game.

LYBB PITCH COUNT RULES:

1)    Rule 69: 6 innings per week max for in-house, 9 innings total (W/Travel)

a)     *Week starts on Friday, the normal travel tourney start-date.

 2)    Appearances: Max of 3 appearances per week; however, 2 is preferred.

3)    Rest Rule: If an appearance lasts more than 3 innings, it must be followed by…

a)     at least 3 days rest (no game pitching appearances) or

b)    at least 1 day rest with a 2-inning limit on that appearance, then followed by at least 3 days rest (no appearances)

c)     ex: travel pitcher throws 5 innings Friday, comes in for 2-inning save on Sunday, cannot throw until Thursday.

 4)    Reporting: Each Monday during the in-house season, travel coaches will report the number of innings a pitcher has thrown over the weekend to the League Director. This will serve as the official record. In-house coaches can check with the director at any time to determine a player’s eligibility to pitch in an in-house game.

 5)    Challenges: If an opposing in-house coach suspects a violation of this rule, they should immediately question the player’s coach and/or notify the League Director. If accurate, the pitcher must be removed from the mound immediately to another position or out of the game. The first occurrence will result in a warning. A second occurrence during the season will result in forfeiture of the game. All violations must be reported to the League Director who will maintain the official record.

6)    The magic numbers are 30 & 85. Generally speaking, a player throwing 2 innings will be around 30 pitches. Research will indicate that anything over around 30 pitches will require a full allotment of recovery time (3-5 days).

a)     For practical use, a pitcher throwing more than 2 innings should require 3-5 days of rest between outings.

b)    A pitcher throwing 5-6 innings will be around 85 pitches.

i)     Orthopedic doctors would prefer a young man not throw over 85 pitches per outing.

 7)    Coaches should be conscientious of when their regular SS & Catcher pitches, where they play after they throw, and how much rest they receive.
